1 p.m. PDT, Thursday, June 2, 2022 (Virtual): Low-Carbon Transition Challenges of Chinese SOEsChina’s climate ambitions rest to a large extent on the efforts of state-owned enterprises (SOEs) which are the dominant players in major greenhouse-gas-emitting sectors, including fossil fuel extraction, power and heavy industry. Soon after China’s announcement of the 2060 carbon neutrality target in September 2020, power and coal SOEs moved to strengthen near-term commitments to low-carbon energy, indicating a clear political signal that the SOE managers felt they needed to accelerate deployment. However, commitments to date generally lack specificity in terms of how to achieve long-term ambitions. This session, accompanying the launch of a new working paper on China’s SOE transition pathways, will discuss the finances, assets and employment structure of coal businesses in major SOEs and identify pain points that will be faced as they engage in more detailed low-carbon transition planning.Speakers:Michael Davidson, Assistant Professor, UC San DiegoBarry Naughton, So Kwan Lok Professor of Chinese International Affairs, UC San Diego School of Global Policy and Strategy (Moderator)—————— This webinar series is organized by the 21st Century China Center at the UC San Diego School of Global Policy and Strategy. His research focuses on the engineering implications and institutional conflicts inherent in deploying renewable energy at scale, an issue of particular salience and importance at the intersection of Chinese politics, environment, energy, climate change and U.S.-China cooperation. His recent work has examined the potential for the integration of wind power in China’s coal-based electric grid, the political economy of energy technology development programs in China, and policy recommendations for reform of China’s electricity sector.Barry Naughton, So Kwan Lok Chair of Chinese International Affairs at the GPS, is one of America’s most highly respected economists working on China. Naughton has written the authoritative textbook “The Chinese Economy: Transitions and Growth,” and his groundbreaking book “Growing Out of the Plan: Chinese Economic Reform, 1978-1993” received the Ohira Memorial Prize. He recently wrote “The Rise of China’s Industrial Policy, 1978 to 2020,” a book detailing key developments in industrial policy in the post-Mao period. Naughton’s recent research focuses on China’s industrial policy.
